Take Stock in Stockton Charter
ARTICLE I Name and Affiliation Section 1. "Take Stock in Stockton" is the Stockton PRIDE Program Committee, authorized and created by the governing body of the City of Stockton.
Section 2. "Take Stock in Stockton" is an affiliate of the Kansas PRIDE Program jointly directed by the Kansas Department of Commerce and the Kansas State University Cooperative Extension Service. This affiliation is renewed annually by a resolution of the governing body of the City of Stockton.
ARTICLE II Purpose The Stockton PRIDE Committee is an arm of the city government created to promote and encourage pride in the Stockton community and provide leadership in: A) The identification of and response to community needs; B) Determination of realistic goals; C) Work on projects with other organizations, businesses, groups, and individuals to achieve the purpose of the PRIDE program; D) Enable all organizations, businesses, groups and individuals to tie their community goals to one central committee without losing control over their own goals and methods used in accomplishing those goals; E) And, become eligible for grants, awards and statewide recognition.
ARTICLE III Membership Section 1. Membership in "Take Stock in Stockton" is on a volunteer basis and shall be open to any person residing in Stockton who is committed to improving the quality of life in the community, and who is willing to work on projects designed to achieve the purpose of PRIDE.
Section 2. The Stockton City Manager or a person appointed by the Mayor will serve as the chairperson of "Take Stock in Stockton". The membership may elect or appoint such other officers or project directors as the committee deems necessary to carry out the mission of the PRIDE program.
Section 3. While committee membership is voluntary, representation from local service organizations, the business community, as well as the community at large is both solicited and encouraged.
ARTICLE IV Funds Section 1. "Take Stock in Stockton" is a non-profit entity of the City of Stockton. All funding will be budgeted and controlled by the City. Private contributions for approved projects are to be made to and controlled by the City.
Section 2. No fees or dues shall be assessed to the members of this committee.
Section 3. No member of this committee shall contract for or incur any debt or enter into any agreement or otherwise obligate the PRIDE program except as authorized by the governing body of the City of Stockton.
ARTICLE V Meetings, Reports, Publications Section 1. The committee will meet at least once a quarter for program planning. Date, time and place of meetings will be provided to members and other interested parties by the chairperson.
Section 2. Work days (normally a Saturday morning) will be scheduled as needed to accomplish agreed upon projects. The goal is to host three or four work days annually.
Section 3. The chairperson will make regular presentations to the governing body of the City of Stockton to keep them apprised of planned projects and accomplishments. The chairperson will also assure required reports are submitted to the Kansas PRIDE Program office in a timely manner.
Section 4. The chairperson will arrange for a periodic newsletter to be prepared and distributed to committee members and other interested parties.
ARTICLE VI Recognition and Awards Various forms of recognition will be used to encourage community involvement in the PRIDE Program. Section 1. Yard signs are available to recognize properties as ‘house of the month’; ‘business of the month’; and ‘most improved property’. Committee members will determine which properties are to receive these periodic awards.
Section 2. The Kansas PRIDE Program provides various achievement certificates that can be used to recognize meritorious PRIDE workers and leaders. The chairperson or the governing body of the city will normally be the ones to award these certificates.
ARTICLE VI (continued) Section 3. The chairperson may provide periodic articles to the local newspaper to recognize PRIDE volunteers and promote support for the PRIDE Program.
ARTICLE VII Enactment This charter has been approved and enacted by the governing body of the City of Stockton this ___21st_ day of _Sept._____, 2004.
